What is the best way to design a website in Dremweaver so I have this background please?

What is the best way to design a website to have this background here, so that it displays nicely on all screen resolutions?

I've done the layout in tables & tried cutting up the image to seperate parts, but I'm still finding it difficult

Kuwait- 21 February, 2012: Gulf Bank has been awarded the coveted 'Best Creativity' award at the 3rd Annual Banking Web Awards Competition, which took place at the Intercontinental Phoenicia Hotel, Beirut, Lebanon on the 18th of February.
