How does one formalize a web design more?

My client wants me to formalize the design for their website more, but also keep it simple & clean. I thought it seemed formal & clean, but the client is not happy yet.

Does anyone have an idea of what I can add (elements, graphics)

Only your client can ultimately tell you what they're expecting/desiring, so you should ask them to give you more specifics.

It's tough to really give any ideas because we have no information to look at (no website, etc...). Formalize

By reducing the design to only the most essential elements, the focus is on content rather than the unnecessary design elements.
