Is it illegal to use the same concept in web design?

I saw a design in a particular website and I want to use the same concept for my website. I love it's color and the way it was made, my question is, is it wrong or illegal to use that type of concept or theme for my website? I was planning to create

As long as you use it only as "inspiration"; and makes the html, css, scripts and graphic yourself (not directly copying anything), you should be OK.
