Is each picture on a web page considered "a page" for web design?

Just wondering, on a site that I made, each picture I made uses a designed background behind a 800x600 picture. That takes A LOT of time per picture! If I am being paid "per page" would each picture be considered a "page"???

The world-wide average "pay per page" is 10 to 15$, in other words, well under-rated. NEVER offer to work on a page basis.
A "Page" is one file, if they are just html, whatever it contains.
