Convert a photoshop website design (psd) to css + html?

I have seen many free website templates that have PSD (Photoshop templates) and the css file with them. I have made a design in photoshop, so i was wondering if there is a trick to convert the photoshop file to css or html.. because if I open the css

Well there's much more to it if you want to do it properly , first you have to put your design in a standard resolution , like 800*600 or 1024*768 etc which can be converted properly to html and css , you have to slice the parts you want to be a separated

The West Virginia Public Service Commission had scheduled a public hearing for Jan. 13 in Case No. 11-1436-PSD-CN, which involves a rate increase affecting customers of the Pea Ridge Public Service District.

But the PSD filed a "motion to toll," which the PSC approved, effectively putting the case "on hold" for 150 days. A new public hearing has been set for 10 a.m. Friday, June 1, 2012, in the Cabell County Commission Court Room, Cabell County Courthouse.

Before we take a closer look at the case, let's first look at another already decided by the PSC.

In general rate increase case No. 11-0952-PSD-42T, which also involves the Pea Ridge PSD, an 11 percent increase had been requested. PSC approved an increase but reduced the amount to 4.6 percent. So beginning Jan. 29, the 4,595 existing customer monthly minimum bills for Pea Ridge PSD customers will be $20.25, and on average residential bills will be $31.75 and commercial bills will be $200.89.
